 Born: 5/6/49 in San Juan, Puerto Rico; married to Sandra Constantino; father to six grown up children; grandfather to nine.

 

EDUCATION:

 

B.A. Political Science & Urban Economic Studies; University of Puerto Rico, San Juan, Puerto Rico. (1970)

 

J.D.  InterAmerican University of Puerto Rico, San Juan, Puerto Rico. (1974)

 

M.P.A.  New York University, New York City, New York. (1976)

 

LEGAL WORK EXPERIENCE AS ATTORNEY:

 

Practice of Law in P.R.(1976 to 1994) – Civil, Criminal and Appellate Attorney in local and federal court venues in San Juan, PR, Boston, Washington D.C. Pro Hac Vice Appearances as Attorney before Federal District Courts in New York, Florida and the U.S. Virgin Islands.

 

MN LEGAL WORK EXPERIENCE:

 

State of MN - Office of Administrative Hearings (1996 to 1999) – Legal Analyst - Child Support Enforcement Division - provided legal research & case analysis for ALJs in the bench.

 

State of MN – Department of Human Rights (1999 to 2004) – Enforcement Officer - conducted investigations of protected class groups’ grievances under the MNHR Act & Federal Law.

 

 State of MN – 4th Judicial District (2004 to 2011- retired) – Judicial Adm. Hearing Officer- resolution of misdemeanor offenses & traffic violations; state, county & city venues.

 

BIBLICAL EDUCATION:

 

Associate Degree in Biblical Studies; Global University & CLIMB Bible Institute, (2004).

 

MINISTRY CREDENTIALS & AFFILIATIONS:

 

Credentialed Minister of the Gospel; under Riverside Ministry Center (2000).

 

Ordained Minister and Pastor; under Omega Team Apostolic Network a/k/a Global Apostolic Alliance (2009).

 

Rey de Gloria Church: under the covering of Lifelink International; Apostolic Board overseeing & holding accountable churches across the U.K., U.S.A., Europe, South America, Africa and Asia (2015).

 

VOLUNTEER TO MISSIONS AND EVANGELISTIC OUTREACHES:

 

Eleven Short Term Mission Trips to Mexico, as part of outreach teams engaged in witnessing and sharing the gospel message among different people groups and venues within the country (1999-2005).

 

Outreach Volunteer: to local county jails (Anoka, Hennepin, Ramsey, Washington) through MEC Ministry (Missionary Evangelists for Corrections (1997-2004); Outreach Volunteer to Oakdale State Penitentiary (2000-2004); Outreach Volunteer to Sandstone Federal Penitentiary in MN (2000-2005)
